Very confused about the 32 vs 64 bit system. Plain and simple here: if it comes with 32 bit, can I install the 64 bit Windows 7 with no additional problems or cost and will it work?

It will run either 32 or 64 bit operating systems without issue (Windows XP, Windows Vista, Windows 7, and Windows 8 all have both 32bit and 64 bit versions, as does linux).  There should be no other issues beyond downloading drivers from either Microsoft or the individual vendors (Most, if not all needed drivers should be available through HP's website).  This is an amazing deal on this PC.

It is 300 watts.  It's also worth noting that the power supply does not have any PCI-E connectors nor any 4-pin (old-style hard drive) connectors.
