Yes, but you need to, of course, put in the key code found on top of the case.  They put Win 7 home premium on it, approved by MS for refurbs.  Then, yes, you're ready to go.  I picked up one for my 79 year old mother, and it's great -- I really like it!  Don't forget to pick up a monitor....

Does this system come with OEM install disks (OS/applications and drivers) and product key?

NO. Product does NOT come with OEM Disk. NO OS DISK is included, Win7 OS disk is NOT included. The WIN7 Home Product Key is for Win7 Home REFURBISHED PCs ONLY. the unit's front plastic is loose, like it got beat up from previous user? i received today 12-4-14. Since the Optical drive is CD-ROM only, and not a CD-RW drive, there isn't any way AS IS to burn a Rescue Recovery Disk. apparently, there is a partition on the hard drive devoted to resetting OS to factory settings. EASILY UPGRADEABLE?!?!  forget replacing the hard drive, since the OS is 'locked' on the current hard drive, WITHOUT a OS Disk for a fresh install on a potential upgrade HDD, you're stuck with the HDD is comes with. better pray the HDD lasts at least a year w/o failing...

Is this DDR2/3/4 capability, What socket is the motherboard, what is the power capacity and finally what type of video card does it come with?

what i did was google the model. from the HP website, you should be able to learn the specs you are searching for.
