Does it come with the DisplayPort connector or is it just the monitor?

Short answer: no DisplayPort connector.  I purchased a refurbished one of these, and it came only with the power cord and a VGA cable.

Question 2

The specs say this is height adjustable, but then only a single set of dimensions is given. Could someone please tell me how tall the monitor is at its shortest (horizontal orientation)?

the dimensions of the monitor are 18.12" x 20.05" x 9.34" .  The height adjustment only allows you to tilt it from widescreen to portrait.  So you would change your settings to resolution 1080 x 1920 and tilt the monitor completely horizontal for the 21.5 height give or take with the black border.  It basically tilts the monitor 90 degree to get the portrait view, it is pretty cool because you don't have to buy a separate mount to turn your monitor portrait.

Yes, it is. They entire stand can be removed and will reveal the four screw holes for VESA mounting. I currently have mine mounted to a quad monitor mount.

The monitor will adjust all the way down to where the bottom of the screen touches the stand. Like this, from the desk to the top of the monitor is right at 13in. At its tallest point from desk to top of monitor screen, it measures 18 1/4in. Roughly, its a 5 to 5 and half inch rise from top to bottom. I bought 2 of these for dual screens and I love them. Can't beat the price for simple working screens. Hope this helps!
