Are there any compatibility or driver issues in upgrading this to Windows 10?

I had no problems with upgrading to windows 10 so your answer should be "No."  It's recertified, however, which means there may have been some small variances in the hardware.  Usually it's just different brands for the memory, but nothing that should cause a problem.

Does this unit have an HDMI output that connects to a tv?

Does this have two 2 GB memory chips or one 4GB? I need 8 GB and wondering what I will need to buy to get 8GB.

honestly I don't remember; the box is now in a different location, but I believe it was more than a single chip. I would by a 2x 4gb kit to get 8gb total; it doesn't cost much but lookup specs before buying memory aka max speed and latency etc. so to make sure it will work. I use Kingston or Crucial or HPs website to figure exact specs then filter result in Newegg to find a deal. I hope this helps somewhat ;-)
