Can you add more RAM to this computer and bring up to 16 GB? And how much would you charge to add 8 more GB of ram?

Yes, you can. Sometime you will get lucky they will ship with 2 4gB sticks so just add 2 more. I run these with 16gB all the time to act as mini servers. They are just rock solid.

USB ports 2.0 or 3.0?

The 8300 is usb 3.0 plus also has the intel raid chip. Probably the best refurb buy around. I have literally bought, or had bought, over a hundred for my clients. There is a weird problem on some of them where the side will not come off properly. Solution is to use a pair of pliers to hold the rear tab out firmly while working the lock. Generally you will only have to do this one time. I think this is the reason you see refurbished grade A machines available.  Many are brand new. Worth having to mess with the sticking side lock for sure.

Is this wifi capable?

It doesn't have one built-in, but I purchased a USB WiFi dongle for a few bucks and it works fine. Check out the "USB wifi adapters" on Newegg. I bought one with the detachable antenna.
