I work from home. My job requires a 3.0 GHZ Processor (minimum) of a Pentium 4 processor or equivalent processor running at a clock speed of 3.0 GHZ. Will this machine meet these qualifications?

I believe it will its a dual core 3.0 GHz that's twice of your requirements of 3.0 ghz. I would go ahead and order some more ram memory if you can afford it. Hope this helps.

32 OR 64 BIT?

32 bit.  we use it for general internet access for our staff.  very happy with it.  love the size, too.  our 15 inch monitor fits atop the box just right.

It is 4GB-is it upgradeable to 6 or 8 GB?
and does it have wifi in it?

It comes equipped with 4G in 2 memory slots. DDR3, PC3-10600 (1333 Mhz) though you can run slower memory if you really want. There are 2 open memory slots which can hold upto two 4G memory modules. If you yank the installed memory and install 4G modules, the board (HP 3646h) can hold up to 32G of memory.
No wifi. Desktops rarely have wifi though you can buy a PCI-e wifi card for under $20.

DDR3 PC3-10600 memory (though you can use slower DDR3 memory if you really want!)
