It just means it has a little cover on it basically. If you look at say factory Samsung ram sticks there is no sleeve. The sleeve helps so you don't come in direct contact with the ram so there is no static shock risk

That's weird. When I bought it I believe it was only around 80-90. I'm not sure why the price went up so much, but they are great sticks
