Some reviews state this does not come with a power cord.  Is this true and if so, where did you buy one and how much?

Mine included the power brick and many other cables.
It does not have an internal power supply like many other monitors, so the reason for the external power brick.
Tell Newegg about this issue if you did not receive the power adapter.

Does this come with a Displayport cable?

Ours did, but I don't know if there are different resellers. Ours came with a power cable, HDMI, and DisplayPort.

I would like to use this monitor as the center of my 3 monitors on a triple monitor stand. Can you mount this monitor?

From the 32q owners manual of a new unit:
VESA mount: The display is equipped with standard VESA mount adapter for showcasing on a wall or swivel arm. Mounting bracket included, bracket sold separately.
As this is a refurb mine did not include it and is not shown in the Newegg picture.

Can I use this in 1920x1080 Resolution? That's as high as my Video card goes.

Is this an IPS monitor? Or QHD? Are those different?

IPS is a type of display, QHD is a resolution (2560x1440). This is a QHD monitor, but it is a WVA display, not IPS. The differences are too subtle to explain here, but you probably just need to know that it is a very nice monitor. :) The colors are brilliant, but the pixel transitions are a little slow, so it's probably not as good for twitch-reflex gaming.
