Does this printer support color printing?

No. This is a Monochrome Laser printer. Which means it only supports gray scale or black/white printing.

Does this printer come with a cartridge?  If not, what is the cost of a cartridge?  Is the printer compatible with Windows 7, 64 bit?

This printer does come with a cartridge although I suspect not a fully loaded one. If you print a lot get a spare. I own two of these printers, one for home and one at the office. They are great printers, scanners, light duty copiers, and faxes. The sheet feeder and duplex printing work great. I use them with Windows 7 32 & 64 bit and Windows 8. One computer cannot get to the printer via the network but works fine locally. I suspect there is conflicting software loaded but have not had time to really look into it.

I got my spare toners here at NewEgg after shopping around.

Is this printer compatible with windows 8.1 professional?

we are using it on windows 7 professional.  don't see why it wouldn't be compatable with windows 8 professional

Does this Copier print 2-sided copies, does it enlarge or shrink copies, and does it make copies without a computer connection?

I does print 2-sided copies and pretty quickly,
It can enlarge and shrink copy sizes and does not need a computer connection to make copies or to send faxes with a telephone line. I've bought four of these for use in my offices and highly recommend it.

Do I need to purchase a USB cable with this printer?

That depends. If you are going to network the printer, no a network cable will be the only connection you will need. If you are going to direct connect to your computer, yes a USB is needed.

is this printer campatible with the HP Regal Laptop, model# 15-d079?

This printer supports Windows XP, Vista, Windows 7, Windows 8 and Windows 8.1.  So if your laptop is running one of those Operating Systems, then yes it will be compatible.
