Is this a scanner?

No Sir. This is just a printer with something along the lines of a smartphone connected as a display. Highly recommend this brand for home use as a printer, but it's no multi-function.

Question 2

I dont know much about printers. I'm trying to find an affordable color laser printer. Does this work out of the box or do I need to buy extra stuff?

The only extra stuff I'm sure you need is printer paper;  American letter & legal are the only sizes I have used so far; both work well. Use requires a power cable and either a USB cable or an Ethernet cable or a wireless connection (inclusive 'or'.) I don't recall for sure which cables were included. The power cable has the same sort of connectors as monitors and desktop computers require.

The control panel is a touch screen; anyone with fingers as fat as mine may find a stylus very convenient.

I don't see it listed.  Does this printer use letter sized paper (8-1/2 inches x 11 inches)?

Yes, it uses standard letter in the paper tray.  It also has a manual feed slot that can accept other paper sizes.

Is this compatible with Mac?

as far as I know all mac's use post script to print. Check the specifications and if it says it will print post script it will work. You will need postscript drivers install on you mac and all will work

I'm wondering this refurbished printer is re-certified by the manufacturer and ink or toner coming with it is brand new?

I just got a refurbished one from Newegg.  The box says Refurbished from HP.  Regarding the toner, I tested it right away, I printed the supply from the screen menu it says 100% on all 4 of them.  After I installed the software from a download on the Mac with OS X 10.11.6, it also says 100%.  Overall it just looks brand new to me.  The installation is pretty effortless.
