Does it come with ink toner cartridges?

Yes, it comes with starter versions of all the necessary toner cartridges (black, cyan, magenta, and yellow).  The starter cartridges contain enough toner to print hundreds of pages but not as many pages as you can print with the standard-size cartridges you will replace them with.

The one i got was new. 
Nice printer,  i love it.
However the HP tower cartridges are pricy. 
A full set of all 4 cartridges costs almost as much as the printer and using non HP voids the warranty.

Does this printer support pcl6 and pcl5?

I just set this up less than 30 days ago. I think I remember during the set up, this program ask me which one of these I wanted, as I did not know I hit return and when on. I'm running Windows 7x64 and the printer is working fine. I know go to HP web site and ask the question. One nice feature on this printer is I downloaded two itune HP app's and I can print direct to printer from my iphone or ipad.

My scanner stopped functioning, how do I get service?

Good question, I have not had that problem. Is the printer printing, if so I would look at this as a software issue and uninstall the printer software and reinstall it again. If this does not solve the problem, I would go to HP Help site and see if this problem has happen to other users and also ask via email if there is a repair center in your area. Before I would repair your scanner I would ask to get a quote. I have found in the past the repair is as costly as a new unit. I hope this helps you.

If you are using good quality photo paper, the prints should be equivalent quality to actual photos.
