yes it did, i have had this for 6-8 months and love it  . I did immediately change the 2 tb  hard drive for a 250 gig SSD   the 2 tb drive was 5 yrs old but i knew that buying a refurbish unit.

Does this have a bay for a extra hard drive? Also what is the memory expandable to?

Yes.  Not sure on memory, I expanded this one to 16 gb with no issues.

Does this have a PCI-Express slot?

Yes it does - didn't come with a video card - I added one in that slot. Been a good computer for the wife.

No, it does not have 3.o USB ports - and no video card
