does the product come with toner?

The one I received did not have toner.

Is the price for this printer , engine only or does it include the Fuser kit?

The printer is complete, with fuser, ready to go out of the box.

I understand that this printer has a duplexing unit in it. Is that correct?

No. It can add one, but that would be an HP4250NTD (Network, Tray (1, not the two shown in the illustration) and Duplexer. You could also add an S for stapler and L for large (1500 sheet capacity) tray, making the "full blown machine" an HP4250NTDS
