Do this scan slides?

I must say that I have not used the new scanner very much. My old scanner is still working. The answer seems to be YES. The scanner has a lid with a slide-out frame that can hold either film strips or slides. The lid has back-lighting to illuminate either the film strip or the slide.

I haven't used this feature. I can't tell how well it works. Wish I could be more help. You can Google the user manual for this model and learn more about your question.

Does this scanner convert film negatives into photos for downloading into computer and if so, does it contain a 'holder' for 2.25 sq. inch negative strips?

Yes,  I believe you can scan negatives or positives with this model.  The Instructions say, "The transparent materials adapter (TMA) in this model enables you to scan four 35 mm slides at one time or five negatives."

It will be scanned to digital photos which can be printed on photo paper.

will it work with dell inspiron laptop ?

I don't see why not.  The thing to be concerned about is its compatibility with your laptop's Windows operating system.  My operating system is Window's 8.1 and after looking up compatibility at the Microsoft website I knew it was okay to purchase.  Go to Microsoft website and put in the full name of your hoped for printer and the windows versions with which the printer is compatible is listed.

Is there a usb flash drive builtin the scanner?

The scanner comes with a cable that connects to your computer (the USB end) and the scanner (the other end of the cable).
