Will this work on a MB with only PCIe 3.0 slots?

Absolutely not.  The audio card requires a PCI slot to work.  It'll not work with any version PCIe slot.  So just buy the Halo PCIe compatible sound card.  Bonus is that the PCIe Halo sound card sounds even better than this Halo sound card - very noticeably better even.

Question 2

The specifications say it is compatible with windows 7.  I will be running windows 8.1.  Will this sound card be compatible with that?

I use this soundcard very nicely with Windows 7. Great sound to desktop speakers and send analog out to stereo speakers in living room for total immersion in sound!
The drivers page for Claro indicates support for Windows 8.1, etc but NewEgg won't let me quote it here.
When I used Claro support to help diagnose my mistake in setup (wiring problem) they were responsive and helpful

Does this work with windows 10 home edition?

Hi Andy K -
It does.  You can find the answer to this type of question by going to the support section of the manufacturer's website and looking at the drivers the on offer.  In the case of this sound card the website includes drivers for every Windows operating system from XP to 10.

These folks make great stuff, have never had any problems with the several of their products that I own.  And the sound quality when connected to a quality amp and speakers is pure magic.

How easy/difficult is this to install?

The installation is simple. If you installed a sound card before, you will not have any problem. If you do not have any experience do not worry, is easy anyway. When finished the installation download the latest drivers from the manufacturer.

Can I use the headphone out from the card to connect some old logitech computer speakers that use a simple 3.5mm connector?  I'm mostly going to listen via optical cable with my home theater system but still want to be able to listen to my computer speakers in my room.

I believe you can. Best to buy the RCA to 3.5mm jack though, that way you get more voltage output and you use the better components within the card.

That I do not know. I'm currently running Win7 and are in the process of switching to Win10. I really can't see why it wouldn't run with Win8 or 8.1. I haven't had any  problems with Win7. With a good set of mid range to high end headphones the sound you will realize will be like nothing you've ever heard. Good luck.

Unfortunatly I don't have an anwser to your question. I am currently using my Claro Halo with Windows 7 pro. So far it has been performing as well as advertised. Don't hesitate to reach out to HT Omega. I had to and they responded quickly. If you do decide to go with Claro Halo be sure that you update to the current drivers.

Can this sound card be used for split connections? Such as playing and game and having sound from my game while also watching neflix on my desktop, but splitting the sound to my tv to watch neflix on?

Probably yes, if you have RCA Cable Splitters that go to your desktop speakers, and cables that run from the splitter to your TV.
