Element MR 208i come with Display 1.4 and HDMI 2.0B. 
With HDMI2.0b, it can support up to 4K 60 Hz. HDMI 2.0b can indeed support 120Hz and 144Hz refresh rates, but only at lower resolutions, must be dropped down to around 1440p(Quad HD) or 1080 (Full HD).

Since our System's mother board are varies based on the production batch, there will be a slightly different variation on the I/O ports. 
To answer your questions, USB C might or might not be come with the system.
