Question 1

Hello,

Does this module allow remote console that will allow modifying the bios, installing an OS etc. via the web interface?
Currently all I can do is power cycle the machine and view its status.

Yes.  This one chip turns on KVM access to use the web interface as if you are at the machine.  Note to the wise, the web interface stops working if your password is too long (keep it under 16 chars).  I have 10 of these servers and would not use this server without this critical feature.  It is a must.

Question 2

if i have a non intel mb like say an asus does this product work?
i looked at intel site and it was unclear. seems like it only a spare part for an intel server mb. ???

John,  I don't know if this module would work for your motherboard. All boards I have been worming with are Intel. 
I would see if there is compatability with your motherboard and Intel's IPMI module. 
First thing I would check out is of the board pin-out/module port is the right one.
