As long as you have PCIE 3.0 X4 and above (which means X4, X8, X16), then you are good to go. However I do hear this argument from the Internet, you will need Kaby Lake, Coffee Lake, X299 platform to get the max performance out of it.

Can this be used as a boot drive on a threadripper build?

Yes, that was what I built.  The manual that came with it had info for installing drivers, but my build with an Asus rog zenith extreme mobo recognized both optanes on first boot into bios.  Then just slapped my OS down, and good times were here again.

Is this compatible for older X79 chipset as a boot drive? Has anyone tried?

The compatibilty has been set up in latest motherboard 's UEFIs (system that replace BIOS), so i don't think so. You will still be able to use it as a drive, but not for booting.

I want to use optane for it's very low latency potential.  Can I use this with my AMD X470 motherboard?

Unless you're using it for a massive paging file or something to make up for a lack of RAM (I'm talking 128+ GB here), then you won't notice a difference in day to day use versus something using regular NAND Flash and PCIe x4/NVMe interface most likely. There wasn't a night and day difference going from an Intel 750 Series 400GB drive to the AIC Optane 480 GB. So any highly rated (and cheaper or larger capacity at the same price) NVMe drive would probably give you about the same user experience.

That said, it's just a PCIe NVMe SSD, so you shouldn't have any compatibility issues with it being an Intel product on an AMD chipset. Just grab the latest chipset drivers from AMD.

Does the hardware encryption work with Bitlocker?

No, hardware encryption would not work with bitlocker on Intel SSD 900P as the drive does not have eDrive feature, which is a mandated requirement. Only software encryption can be enabled on Intel SSD 900P. An alternative solution would be a professional series SSD such as Intel SSD 6000p or Intel SSD 5450p which has the eDrive feature required for hardware encryption.

Question 7

Will this card function fully (as a boot drive) if it is inserted into an x16 or x8 PCI-E slot?  My MB has 1 x4 slot located between x16 slot 1 and x16 slot 4, I would prefer to put it in the last PCI-E slot so it doesn't interfere with my GTX 1080Ti's in SLI

PCI-Express slots don't really care about the size. Although, Motherboards have 2 distinct PCI-Express types available.

The "Graphics" PCI-E slots (usually colored different), these run off PCI lanes from your CPU.
Generally you have around 16, so thats why 1 card runs 16x, but two cards SLI'd runs 8x + 8x
Do not use these for the Optane.

And the "Add in card" PCI-Express slots, these run off the motherboard's chipset.
Newer boards have around 24 lanes, and they are used by these add in slots, USB, NVMe, SATA, M.2..... 
These are where you would slot in the Optane.

The cool thing here is that ALL PCI-E slots support ALL sizes. (look on some NEWER motherboards. . . the 1x slot sometimes doesn't have an end)
So a 16x slot will be able to hold a 8x, 4x, or 1x card without issue.
a 1x slot (if it doesn't have an end), will also be able to hold a 16x, 8x, or 4x. You'll just run that device at that 1x speed.

In short....to answer to your question.
Yes, it will work.
