Does it come with the half length bracket I don't see in the pic and its needed?

Hi Jason -

I don't have the card in front of me, but I'm pretty sure that it did not include any other bracket.  It's hard to make out in the photo for this item, but I believe the bracket is more-or-less permanently attached to the PC board.  There's a better photo for Newegg item N82E16833106123 - you can see the metal tabs from the bracket bent around the holes in the PC board.  In contrast, the EXPI9301CTBLK (PCIe), for example, is fastened with screws and comes with a half-height bracket.

The shorter bracket is needed only if you're planning to use the card in a low-profile case.  I'm using a standard-height case, so no issue for me.
