Assuming that cable means service from an Internet service provider, yes. This product is access point to your network. Your network must have Internet access seperately.

What is the approximate range of this unit?

As to the maximum range I do not know, since my application was for use within 30 feet which provided a very strong signal indication. The range for these devices depends an many things including intermediate walls, etc...each installation is therefore likely to yield different results.
