Yes, this can be installed on multiple PC's, however, to use them at the same time you would have to upgrade to the Multi User License which is considerably more expensive. If you only need one person on at a time, this one works great.

My first version is quickbooks 2008 pro and windows vista is my operating system.  Will  quickbooks 2016 install easily?  Will my previous information transfer?

According to QBs 2016, system requirements include Windows Vista SP2. Based on my own installation of QBs 2016 on a Windows 10 Pro operating system, QBs found the "older" company file without a problem. To be safe, make sure you copy and rename the old company file and put it on an external drive or a NAS.  Depending on the size of the old file, you may be able to put the file on a USB memory stick. I'm using 2013 pro. Will I be able to processPayroll with 2016? I currently use the "assisted payroll".

I have installed QBs 2016 on my other PC but have not moved my company file over to the newer QBs version, yet so, I have not used the payroll function in the 2016 version.  I expect payroll would work similarly as with previous Quickbooks versions. Of course, you have to purchase QBs 2016 with one of the payroll services (basic, standard, enhanced, accountant, or assisted payroll). I am only guessing but if you are trying to transfer the assisted payroll user license from the 2013 version to the 2016 version, I don't know the answer to that.
