Can I file state returns as part of the Turbotax Basic package?

TurboTax BASIC does not include state returns.  The state return software is an additional cost option for your specific state.  I have the good fortune to live in a state, Washington, that does not have state income tax.

Does the basic version walk you through the steps of mortgage interest deductions and charitable contribution deductions?

Yes. TurboTax Basic covers all aspects of tax-return preparation.  It will import financial data from many financial institutions.  If you do banking, investing, mortgage, etc. online, you may be able to simply import the data from each institution.
Once you start using TurboTax, it will import your personal data and any carry-overs from the previous year into the current year's return.  It is easy to use and saves a significant amount of time over the paper method.

Is this for the year ended Dec 31, 2013 (this year) edition or do I need to wait for the 2014 edition to file for the year ended
Dec 31, 2013?

This is to file your 2013 taxes.  i.e. what you must file by 15-April-2014 for tax year 2013.
