Question 1

How do you switch between towers, I didn't see a toggle switch.  The cords are included?

You switch by pressing the buttons located on the front of the box. You can also switch with a "hotkey" by pressin scroll lock on the keyboard twice. Cables are included. Caution about this switch. It will rearrange desktop icons if you are using Windows 7 or 8 due to Windows video detection functions. And the monitor will not go into full sleep mode if left on because the box will detect no video cable if it is set to the pc that is turned off.

the photo does not show any input jacks. can you explain where the cables would connect to?

That's weird, yeah, they just didn't take pics of the back. Those cables you see in the pictures connect right to the back. It's a good little unit.

Question 3

Its unclear whether this will work for me.  It LOOKS like it may, based on the ports shown, but that is never definitive.   I want to use a single set of PS/2 mouse, PS/2 keyboard and VGA monitor and be able to switch back and forth between using these with the following 2 PCs:   Windows 98 box (via PS/2 ports) and Windows 10 laptop (via USB ports).   Will this KVM work?

I used this KVM to switch between two different computers with a mixture of USB and PS2 mouse and keboard inputs and outputs and it worked fine, but I don't remember the exact configuration.  You might want to check out the data sheet on the manufacturer website.  There is more detail available there.

Can longer cables be purchased for this and/or standard cable extensions be used with this (4' is a short length)? Thanks.

You cant extend these cables, but you can buy cables that entend the ports away from your computer. They are called usb and video extension cables.
