Can the USB ports on this be used to connect devices together? Such as to allow a USB drive to connect to a tablet or phone?

Enter anThats a tricky answer and requires more information on your devices and stuff before you can get a specific answer.. as a general rule To hook a device up to a device it has to be OTG compliant. then your phone hast to have its usb host drivers set to allowincoming usb signals becuase by some factory standards they are set up to act as a piripheal device to a computer, not a host itself like hooking an external HD or a USB camera to it... there are some apps on googleplay that can give you some basic information wehter your device has a USB host driver and wether or not it is setup to run or is running. and like i said- if it does and it is running then you need to make sure the cable and all other adapters,s switches so forth between the two devices are OTG compliant answer to this question.

how long is the connection cable?

The cable is very short. The same size as the longest part of the hub itself. I'm using usb cable extension to connect this to the rear of my PC and have this hub on my desktop. I was surprise by the shortness of this cable when I got it.
