Can this hub deliver full power to each of the 4 ports simultaneously  (5v x 900ma x 4) ~ 18 watts, or is it only capable of the standard 5v x 900mx ~ 4.5 watts to be shared between the 4 ports?

I can't answer that question. The ability to deliver (serious) power was not a requirement for my application. My experience with similar hub devices has been that inexpensive USB multiports lack significant power distribution capability.
OTH the device is compact, lightweight and works for me. I suggest that you contact the vendor for that information.
