I ask because I plan to only power on the hard drives in the cage once a week for backups, and it would be annoying to have a loud fan running to cool down hard drives that aren't even turned on.

I don't notice a difference in fan speed when I push the button.  But I believe if you turn off all the drives in the cage, the fan will remain off.  I believe there is a jumper on the back of the cage to set the fan at high or low speed.
