Does it include LGA 1700 and AM5 mounting brackets? thanks!

The product supports AMD AM5 sockets, but for Intel LGA1700, you need to contact the seller to get the mounting bracket.

Is there a way to control the rgb on this? It is advertised as argb, but that does not seem to be accurate.

The RGB lighting on the JONSBO CR1400 WHITE CPU Cooler is automatic and not addressable. The fan automatically changes the color light effect, and manual or external control is not needed.

Does it come with thermal paste?

It does come with a small pack of thermal paste that you have to do yourself.
