- Sandbox strategy players who want to grow a pirate faction by building or capturing a fleet, taking towns, and expanding their territory across the Caribbean.
- Players who enjoy Port Royale 4’s turn-based naval battles and want a mode that makes fighting and stealing ships a larger part of the play loop than trading.
- Veteran Port Royale 4 players looking for a more focused pirate-themed challenge, with new missions, objectives, ships, and town visuals rather than a replacement for the base game.
