can you sue this without the dock?

Yes it will function with out a dock, but no mouse, keyboard, or connecting to the ac power adapter.  Though you can charge via the Micro USB port that is on the actual unit.  I was using the Nexus 6 charger, so not sure if lower powered ac to usb adapters will function as well.

If you have remote desktop or some other remote access application running, you can then connect to your kangaroo remotely over wireless.  This would be if you are using this as a server of some sort or just want to log in without connecting it to anything else.

Can it be downgraded\install Windows 8.1? I want to windows Windows media center on it. Are the drivers only for Windows 10?

Answering my own question. I was able to install Windows 8.1 with Media Center. Had to use I wireless usb dongle for the internet. Went to the Intel site and installed the Intel Driver Update Utility. It found and installed the correct drivers. Now I use my Media Center in the Bedroom

Can this device support dual monitors? If so, what items will I need to purchase to set that up (likely for 2 older VGA or DVI monitors)?

Currently I don't think there is any way to use dual monitors - since the dock only has the single HDMI connection but in the future as they bring out more docks they will probably release one with dual connections for monitors. But for now No it can not do dual monitors since there is no way to connect a second connector (you could split the signal to 2 monitors but they would both display the same screen which is not what you are wanting)

Can I use a Galaxy Note 3 Smartphone as a monitor for this product?

There is an app for android that will do the same as OSLinx for Apple devices. It's called iDisplay from the company Shape.ag. It has been around for quite a while. The app you install on your PC is the Win 8 Beta but works perfectly for me.

Will this charge though the micro USB port?

No, it will not operate when it's only being charged from the USB port. I hoped it would, but when I connected it to USB port on my monitor, it discharged within 4 hours, even though it said it was charging. The manufacturer also confirmed that USB port is just for "trickle charge", which means it will help extend your battery charge, but not by much. So, no, you can't use it without the power brick.

Win 10 does have Notepad but I think you were probably thinking of Microsoft Office Word.  it is not included but Office365 can be downloaded.  Also Microsoft offers free online versions of Office via a browser
