If my system is only USB 2.0, will this give me USB 3.0, or do I have to get a USB 3.0 card before this multiple USB port device will work as a USB 3.0 device?

This will only function as a USB 3.0 device if plugged into a USB 3.0 port.  All of this will be moot as soon as USB-C starts hitting mainstream in droves.  You might want to wait until that happens to make any major system decisions.  Until then, you could grab a cheaper USB 2.0 hub, or grab this and use it in a USB 2.0 machine as a USB 2.0 hub.  Chances are that we will see USB-C and USB 3.0 appear on desktops/laptops for some time until USB-C becomes the industry standard.  Given that is the case, should you upgrade to a different system that supports USB-C and USB 3.0, then you will have a hub that supports USB 3.0 and won't be out of luck entirely.  Best wishes!
