What cable length and material does this keyed laptop lock use?

It uses a 6 ft cable made of cut-resistant carbon steel with a protective sheath.

Will this Kensington Slim NanoSaver 2.0 laptop lock block I/O ports or prevent an ultra-thin 2-in-1 laptop from lying flat?

No. The slim lock head is designed not to interfere with I/O ports, and it allows ultra-thin 2-in-1 laptops to lie flat.
