It doesn't have DRAM but it will use host memory buffer (if MB supports it).

Yes. You can mix and match PCIe versions without issues in a PC. A PCIe 4 device in a PCIe 3 slot will slow itself down to match.  Basically, your device will run at the highest speed supported by both the device and the slot it's installed in.

If you have two NVMe slots, then of course!  The drives don't care what data you put on them.
