I've never heard that honestly, but I can imagine it could be true. I haven't yet had a chance to play it but the size of the game itself, though relatively small compared to the full phantom pain game, would require the extra space. The game is designed so that as many different possibilities can be played out so each person that plays won't have the same experience as the last.

To sum up, if it does require a hard drive to play it has good reason for it. That extra space is needed to run the game with all possible routes of play available
