Does this device work on either the right or left ear?

Yes it will, the mic can swing to either side allowing the user to wear it on either ear.

Why does picture show two jacks?

The headset is a computer set, not a phone set, so it has a speaker plug and a microphone plug.

I bought this to use on my computer for my soft phone....the 2 jacks have me confused as my computer only has one jack. Is this not useable for my needs?

You will need to get a splitter cable that plugs into your single jack and provides for a microphone jack and a stereo headphone jack for the headset to plug into. You will need to double check what type of headphone plug your computer has, there are a couple of different types. That information should be able to be found in your manual.
