It seems so. The picture on side of the box shows that it does !  
Pretty sure all are made there.

I just got these, yes there is a short metal ( my magnet sticks to it) strip on the top of the nose

No. Non-surgical masks are not FDA approved. These are however CDC approved since you need something to cover your face during the pandemic.

Are they easy to breathe?

Yes, they are much easier than the cloth masks that I use sometimes.
