can the 12v outputs be combines to achiele the 34 amp output?

I'm afraid not that psu is made to do what it can originally do.
Not combined it, if you look at the specifications again it only has 1 single 12v rails.

If you are still unsure give them a call so that they can verify it before you buy.

If thats not enough I recommend going with antec's 500-700watt.
As they are good as lepa if not far more better.
