can the height only be adjusted when the monitor is on the stand? My stand bounces back up if I press down without the monitor on it and I am worried it is defective

Yes, the monitor acts as a counterweight to the spring inside the stand, so when the monitor is on it it will stay to whatever height you adjust it to, I can effectively lift it with a finger

Yes.  The stand has about a foot of adjustment to it, and it's quite stable.

Does this come with a display port cable?

Yes it comes with a display port cable, however it is not very long, so depending on how far away your computer is from the monitor, you may need a longer one. The monitor is very nice and the adjustable stand is great. The instructions are weak on what to do with the four screws in the monitor panel where the stand connects. I removed them and they were not needed to mount the stand on the panel. I think they are used if you had a wall mount or other mount. The adjustable stand just snaps into the back of the panel and is easy to remove if needed.

No speakers, but it does have a headphone jack on the back. I bought some cheap speakers and they sound way better than the audio on a monitor would.
