Kasey, it will work if the BIOS of your laptop/PC allows it. Most newer motherboards can boot from internal drives, CD/DVD  ROMs, and USB devices (that's what you would need for this). You would need to check your device to be sure.

I'm assuming the laptop has Windows 8 on it. Though it's not stated to work with it there is a very likely chance (95%) that it will have at least a generic driver for Windows 8 since it supports the last three releases. Also since Vista, windows will usually load a generic driver or have one from the manufacturer that will allow it to work. If your Dell has XP, Vista, or 7 than it is 100% compatible. If it was me I would go ahead and buy it, though you can look for one that is compatible with your version (assuming 8).

Question 3

Will this thing work for CDs or only DVDs?  My son-in-law has asked for an external CD/DVD drive.......is that what this is?  I see that only the model by ASUS mentions CDs, so was wondering if that means this one won't work for that?

It works with CD's.

If you are going to use it in a monile situation and you need full performance you should consider getting a portable battery with a standard A USB plug.

When using this on computers or netbooks with low amp USB power I plug the USB connector at the far end of the cable into a Mobile Power MP-4000 battery pack.  It has one 2.1 amp (most do not) and one one amp outputs, a 5 amp hour capacity  and costs $16 to $20.  This DVD drive requires 1.4 amps for its fastest operation.  You can plug the battery charge input cable into one USB port on your computer and the drive data plug (the one at the Y in the cable) into another.  That way, the battery will be charging while handing the drives peak power requirements.

Yes, it runs on Windows 7 as well as Windows 8. I'm running it with OS X Mavericks (retina MacBook Pro).

It certainly should be, but I will admit I'm still using Windows 7.  The Win 8 logo appears on the product's support page on LG's website (search for 'supermulti') then click on the 'slim portable' tab, then select 'DVD Writer GP40 Series' .  The Win 8 logo appears on the bottom of the product picture.

Yes, this is a DVD writer. It can read DVDs and CDs as well as play and write on them but only on 4.7GB DVD, not on DL or dual layer (8.5GB). A CD-ROM will only read a CD only and won't even write on it, hence ROM - Read Only Memory. A CD Writer/Burner will read and write on CDs only.
      A DVD ROM will only read a DVD and CD but a DVD Writer/Burner will read and write on both media. You can upgrade to BD Writer/Burner which will read and write on all three media (CD, DVD, and Blue Ray).

Yes it will play movies. That is one reason why I got it. I have a note book laptop. All you need is a dvd program like vlc and you are good to go.

Would this be compatible on the surface tablet?

I am using the LG GP40NB40 with an Acer W510 tablet and it works great; although it comes with a dual USB 2.0 to single mini-USB cable, I installed several DVDs of software on my tablet using only one of the two USB interfaces (as my tablet does not have provisions to plug in two USB devices simultaneously) and it seems the power supplied was adequate for the drive's needs.

Just one port needed to hook up to your computer... and I haven't tried it yet but there is a splitter it looks like (cord that comes with  the burner). I think the objective is to give you back your port while hooked up :)
