According to Lian-Li no. These were limited edition chassis that will only be produced once. We own a computer shop in Ridgeland, MS called TechCare Computers. We have a white one and a black one on display in our retail store. If you are interested we may be willing to sell one of these. All parts are included and we have not built either of them yet. They are set out as a conversation piece at the moment. The black is S/N# 435/500 made and the white is S/N# 011/500. TechCare.support will get you to our website with our contact information.

Can the parts that will fit in this case make a decent performing machine, If I have a gtx 1080 and a core i7 what would be a good build for this machine?

TL;DR you can pretty much go all out with this case, just make sure you get an m-ITX motherboard and SFX or SFX-L power supply

A full size graphics card will fit, as will a SFX or SFX-L PSU. According to the images on Lian Li's website, this case should support water cooling. I wouldn't recommend air cooling with your i7 - unless you don't mind the noise (there are a few good coolers under 60mm, but they can get loud)
There are plenty of good ITX motherboards out there.
You can easily build an amazing PC with this case :)

But does it float?

Judging from the image that shows the bottom with ventilation, presumably for the power supply primarily, this will not float without modifications.
