Take fan specs with a grain of salt. There are no standards when it come to measuring PC fans and manufacturers take advantage of this. RPM is about the only specification that is relatively accurate. +/- 100rpm. In my long experience it all boils down to how much noise you are willing to put up with and how deep you pockets are. Most agree higher fin count or "thicker/deeper" fans will create the higher pressures. Panaflo are popular for this.
