Your question is a little vague, so im gonna assume you mean if this provides wireless connectivity, which is no.

However, if you need to connect two computers in a dorm room and nothing else, you can run an ethernet cable from your router at home two both devices. Most routers have atleast 5 ports. If for some reason you can not do so, you can run an ethernet cable to this switch, then run cables from this switch to your devices. Best practice is to connect the cable from your router to port1 on the switch and your devices into port2-5.
