Does it actually glow in the dark, and if so, how bright?

No, it does not glow in the dark.  Normal light (not even fluorescent) will make it glow in the dark.  What WILL make it glow is a "black" light.  It is UV reactive, not glow in the dark.  Note also that once the black light is taken away, it will not glow continuously.  The material only "reacts" to ultraviolet light, it does not store it and glow once the light source is removed.  But on the positive side, with a couple of black lights, it "reacts" quite nicely.  2-4 cold cathode black light tubes (sold on newegg) is enough to make the entire box glow in a dark room..and yes, it looks awesome  :)

Question 2

Dose anyone know how where to order a replacement power on/reset ribbon? I somehow I pinched it between the mother board and MB mounting pins.

There was not a lot of information with this computer case, but do you have enough wire to cut and splice back together, or else if a local computer repair shop might have the wires your looking for, they are usually universal, or else do you or a friend have an old case, to just replace the wires.

Question 3

Is there a back panel on this case for cable management? If not, then how do 'you' manage the mess?

The risers are higher than normal to allow some cables to be run behind the MB. With the other I use zip ties and highly reconmend a modular power system.
