How well is the sound activation?

I am very pleased with the sound activation. It has a decent sensitivity adjustment for the sound activation.  I feel like it responds well to more of a deep sound rather that a whistle. I do not use mine in sound activated mode but I did try it out a lot. 
As far as the rest of the unit the little block also lights up brighter than I had imagined. So you can position that if you want even more light.

Is there any way to set this up without the sound activation?

Yes.

The tube comes with a little dial for sound sensitivity, as well as a little switch for always off, sound activated, and always on.

I personally kept mine always on unless guests were over. Then it goes maximum show-off mode.

Does anyone know the ruff wattage this thing draws?

Based on the power information from my AX760i, the light kit draws about 10W from the PSU. I have two 15" cathode tubes installed though, so YMMV.
