Can these led lights be set to a steady glow rather than flashing?

These lights can not be set to a steady glow. They have eight different speeds along with different light patterns. I have two of them hooked together and they light up the inside of my case very nicely. Even with the computer on my desk next to me I don't really notice the flashing lights any more but they do look cool when you look through the side window panel of the computer. I have one at the top and one at the bottom up against the removable side door that has the window panel so that they can't be seen when looking in.

Can this light kit be plugged into a desktop computer?

Yes the meteor light kit can be plugged into your desktop. I have it plugged into mine, and have been happy with it so far. However you want to check your computer power supply to make sure you have the connection available for it.
