Hi I have a AcBel HBA008-ZA1GT 350W, Will this fit as a replacement. Also will this be able to power a geforce GTX960?

This is a standard sized power supply so if the one you're replacing it with is also standard sized it should work (this won't fit into a slim line or low profile desktop case).
As for a GTX960, it should, that card recommends a 400W Power Supply and this is 575W with the PIC-E power connectors (this model has 2).

Question 2

I am new to this. I need to buy a new power supply. Is this able / compatible with my PC? I have a Hp Compaq dc7900 , 8 GB Ram , Intel Core 2 Duo CPU E8400 @ 3.00 GHz. I am going to be buying a Graphics Card and new processor as well, but could i get some recommendations? Also, i wanted to get a power supply first

Based on my quick assessment, it won't. It looks like even the largest "Minitower" chassis that this model used does not comply with the ATX standard. You'll want to search google or call HP to see if you have any upgrade options at all. If your model is the "slim" or "utlra-slim" version, then your graphics card options are very limited as well. I would not bother with this computer at all - replace it with a PC that uses a standard ATX case. Also, your processor upgrade is constrained by the socket type and you will only be able to use outdated processors that will give you a minimal performance boost. Save yourself the headache and the bad investment, and get a newer PC with an ATX case. Used computers can be a good option too if you do a little research. Good luck!

How do I make this thing silent? It sounds like a jet engine!

Unfortunately, there's no easy way! If your case gives you a PSU hook-up, you might be able to manually set the fan speed to reduce noise. Or you could open it up and install a voltage capacitor on the PSU fan, but that's, of course, not recommended and will kill the warranty.

will this PSU work in a dell Optiplex 9010?

I do not think this will work for your Dell. This power supply will work in almost any ATX formatted computer, but your Dell is "small form factor" style. 
I would suggest looking for one that is clearly identified as working with small form factor.
Your best bet may be to order a Dell upgraded power supply if you need more power.

I'm making a build for my little brother and im wondering if this will run a g3220t and a hd7750?

I am running an Intel 3770k and an ATI 7870 just fine. With   closed loop water cooler 16g ram 2 drives and 3 fans.

Question 6

1 12v rail @ 25amps. I suppose this is NOT going to run a good or even semi-good video card and last very long. Is this correct? A normal mid-range card like an R7 needs 30ish amps. So my R9 290 is going to kill this in like an hour probably.?
