Question 1

how long is the USB cable? I have a duel monitor set up thats a good ways away from my tower... and I want it on my furthest one.I want know how this would be set up before I buy.

It's about 6 feet.  Any further than that and you'll want a usb cable that will let you extend the reach, so factor that in to the cost of buying this camera.  That said, I've been pretty happy with this webcam so far.  Easy install, good quality.  If the cable length is the only hang-up, I'd suggest picking up a cheap usb cable to go with it.  It's easily worth the $28 NewEgg appears to be charging right now.

Is this product compatible with Windows XP, Vista, and Windows 8?

I can only tell you that is compatible with windows 7 (64b) because that's what I am using. Based on prior devices Logitech is good with providing drivers. I have several logitech devices and never had a drivers or compatibility issues. Your best option is to go to the Logitech website and see if the drivers for your particular OS are available. One thing I can tell you is that windows 7 had no  problem installing it without the Logitech drivers. I installed the Logitech drivers to be able to use all the camera features. Is a great camera. We'll worth it. I hope this help.

Question 3

I have purchased this camera and connected to computer, but it does not power up. How do I get power on, ie get it working?

I got this recently. I plugged the device into my computer (WinXP SP3). It automatically recognized the device and installed the driver. Then the Logitech app pops up and I configured the setting. If you cannot power on the webcam as soon as you plug in, I would reboot your system. Reconnect the webcam to your computer. If it still does not power on, then contact Neweggs (assuming you just got it). As a matter of fact, I just got an email from Neweggs to alert previous buyers of this item to see if they can help you out.

PS. This device is compatible with WinXP (SP2 and up), Win7 (so I assume Win8 as well). But if you are using a Mac, then the web cam won't work.
