Yes. You plug this into one of the ports on the computer and then you can use all the extra ports this provides.

I need a driver for it. Where do I have to look for it?

As long as your operating system will support USB3 you should be able to use this with no drivers needed.

It has one specific port meant for connecting to a PC or other "host" hub port. It's not meant to go to a device like a USB peripheral drive or similar.
