Question 1

There is a 15 pin SATA cable that looks to run the fan speed? I can't seem to figure out how or where it attaches into my motherboard(ROG Strix B450-f). If anyone could pass me some insight that would be highly appreciated.

I used this case for my son's build a few months ago and as I recall that SATA cable is for the case RGB, its plugs into the power supply. I used the ROG Strix B450-F on his build too and what I did for the RGB was use a Phanteks RGB strip extension cable (or was it from the motherboard?) to plug the case fans into the motherboard RGB header so the Asus Aura software could control both the motherboard and case/fans RGB. With just the SATA for RGB power holding the case RGB button will turn off the case RGB, with the fan daisy chain cable plugged into the motherboard holding the case RGB button will switch to motherboard RGB software control.  I hope that makes sense.

Does the rgb have an off setting, if you leave the pc on at night?

I bought the case to build my son a new PC but the folder paper "manual" says holding the RGB button will turn off the LEDs, reviewers on youtube have said the same thing.  Personally I'll probably just bypass the RGB controller and just plug the fans into the motherboard so it can be controlled by the Asus Aura Sync software of the motherboard.   The manual also says if you have the RGB plugged into the motherboard turning off the built in controller by holding the button will allow direct control by the motherboard.  You have a couple ways you can control the RGB if your motherboard has its own RGB headers and software.  So yes it can be turned off either with the built in controller or by motherboard software depending on how you wire thing up.

Question 3

Are standoff/screws included for the motherboard? My case didn't come with any

Yes! It came with a little baggie with 6 zip ties, 21 motherboard screws, 4 psu screws, 8x fan screws, 1 Mobo standoff and 2 longer screws. I was actually really surprised by just how many they sent hah. you should try to ask them for that package.
