Does it come with a stylus?

It does not come with a stylus, nor is it compatible with one. I made the mistake of ordering one from Microsoft, only to find out after the fact that this Surface's screen is not compatible. The screens on the Pro versions are the only ones that work with a stylus.

Is this one eligible for the free Windows 10 upgrade?

According to the PCWorld article (From Jan 2015) I just read: NO.

Devices running Windows RT (like this one) will not be eligible for an upgrade to Windows 10.

Part of the reason seems to be that Microsoft does not seem to think that the processors in the Surface 2 line are capable of handling the Windows 10 environment. Part of the rationale behind that is that these processors were not thought capable of handling the full Windows 8, so they scaled back and created RT for these style of devices. If they had doubts about it being able to handle Windows 8 in 2012, when these were released, I expect that they would have more doubts about it handling Windows 10.

That seems to be at least part of the reason why. I also expect that there would be issues with delivery: Windows RT prevented access to apps not in the Windows Store, and Microsoft would then have to push the upgrade via that platform. Which would create a slew of other problems for Microsoft to solve. All for an OS platform that Microsoft wants to close the door on.

No, they're going to stick RT into a closet and pretend it never happened.

Will the screen move diagonal/horizontal like an I Phone?

The screen can be reas horizontal or vertical and can be locked (if you like to read on your side for instance). Some apps will obviously only run in their preferred mode however.
