Does the included USB cable transfer both Power and Data?

As in, I would like to purchase this to use on PC, with intent to buy the Wireless adapter soon after, but if the USB cable only charges the controller, the included play and charge kit would be of no use to me.

I also plan on picking up a wireless adapter eventually, however, it still works perfectly fine using the USB cable on my Windows 10 PC.
